Note: Pre-proposals are different from a full proposal, in that the pre-proposal does not require being processed through university/organization sponsored programs, or granting/budgeting. If a full proposal is requested of the project after a presentation has been made to the Research Committee, then the normal channels for a proposal must be gone through.
